Your contractor will work with any city or town officials to get the proper permits and to have inspections made by them. Any violations that are found will need to be repaired before the work can continue. After the work is complete, you will do a walk through with your contractor. At this time, you should make notes of any details that might need to be fixed. The builder will do these within a specified period of time. He will also get the proper certificate of occupancy from the town that you are in. 

Home builders will typically work on homes in a development and some will not do just one home. However, there are many others that will and finding one is easy if you search on the internet. Check reviews for any company you will be working with and look at homes they have built in the past. This will give you a good idea about the company.
